UPDATE

I've installed my mods in my 'mods' folder in the correct positions and it does not load that folder, I've tried deleting the plugin and dnput8 and it will not load my modded files in the mods folder.

Does anyone have the same issues? I have the mod folder in Rockstar Gamesmods and I have the files

update (folder) common.rpf x64e.rpf x64w.rpf

I have modded the skins of the policed cars and the handling.meta in the update.rpf file in the folder (update) and the file x64e.rpf when I load the game none of these mods are applied and I have a basic vanilla GTA V game because it is not loading the files from my mods folder..
